The provost leans forward after the third slide. Disclosures are up. Patents filed. Licenses executed. The arrows are green. Then she asks the question your deck was not built for: how many of those licenses became products someone actually bought this year?

John Fraser walks through the national numbers in an AUTM session and asks the same question: how many licenses turn into products? His answer is honest rather than comforting, and it is the frame most annual reports still omit. You are not reporting badly. You are reporting what the system made easy to count.

Disclosures filed. Patents prosecuted. Licenses executed. These trend upward, fit on one slide, and usually survive a board meeting without follow-up.

MIT's technology licensing office shows how strong those numerators can look: on roughly $1.8 billion in research funding in fiscal year 2021, more than 700 invention disclosures, about 358 U.S. patent applications filed, over 400 issued U.S. patents, and about 140 commercial licenses and options. An activity story, not a product story.

At the national level, Fraser cites AUTM statistics: across roughly 200 reporting institutions, campuses submitted 26,000 invention disclosures, which led to 17,000 new patent applications, which led to 9,300 licenses and options.

Fraser puts a sharp point on it: only about 25% of disclosures are ever licensed. What happened to the other 75%? Some had money and time spent on patent applications, he notes, "but nobody was interested." That is the majority of the pipeline your disclosure count represents.

Even among licenses signed, conversion is slow. Fraser describes a lag of two to fifteen years between signing a license and seeing a new product enter the market. When the provost asks about products sold this year, the honest answer requires a denominator measured in years, not fiscal quarters. Licensing revenue across about 200 U.S. universities averages roughly three and a half percent of total research budgets. MIT's high-definition television patents, filed in the late 1980s and early 1990s, produced significant commercial revenue almost 20 years later. The annual report counts this year's filings. The market pays on a different calendar.

Fraser cites a study showing that of roughly 12,000 university spin-offs created since 1980, about 6,500 were still operating while roughly 6,000 had died or been merged. Of the 9,300 licenses in the AUTM year he references, roughly a thousand went to startups. Aleks Merhle offers a useful reframing: patents are "just a vehicle for technology transfer." Vehicles are not destinations.

The wrong metrics do not merely undercount conversion. They distort behavior.

Laurent Mieville warns that poorly defined metrics invite fiction: "you have to be very careful when you have metrics that are not clear or not well defined what you see is that people are filling out numbers like crazy out of their head." He describes ASTP's annual survey as focused on patent filings and licenses — "that's it nothing else" — for a field that has, in his words, "new ways of really doing the business."

AUTM 2025 conversations echo the risk: offices pressured to hit a set number of licenses by fiscal year-end, enough to shape negotiation terms around the metric rather than the outcome. Universities measure citations and publications while none of the promotion metrics tie to business impact from products. If the office is measured on filings and the faculty on papers, neither side is measured on conversion.

Fraser adds a budget reality check: half of U.S. technology transfer offices bring in less royalty revenue than the cost to run the office, with only 16% self-sustaining after distributions.

Conversion metrics trace the full funnel from disclosure through product and revenue. Fraser's roughly 25% disclosure-to-license rate is the honest complement to a rising disclosure count. His two-to-fifteen-year product lag is the temporal denominator leadership needs before asking why this year's licenses have not shipped. MIT's roughly 3.5% licensing-to-research ratio shifts the provost conversation from shame to comparison.

Oxford University Innovation's venture arm tracks about 7,000 portfolio companies, interacts with roughly 2,000 in a given year, enters diligence on about 230, and makes 11 new investments. Kirsten Leute stresses working with each university's preferences — "we're going to work with the universities, what works for them" — while still surfacing structured activity reports. Define the metric before you report it. One conversion rate tracked quarterly beats five activity counters reported once in May.
